Born in former Manchuria in 1942 and raised in Aomori Prefecture.
In 1967, he graduated from Kanagawa University, Faculty of Law and Economics, Department of Economics (Okuma Nobuyuki Seminar).
In the same year, he got a job at the Public School Mutual Aid Association Headquarters.
In 2003, he retired from the same corporation. In the same year, he got a job at the Teachers' Lifelong Welfare Foundation.
In 2008, he retired from the same corporation.
